Leroy Foster was born in New York City to William and Geneva Foster on September 29, 1934. He was the sixth of six children.

Leroy was educated in the New York City School System. He attended Benjamin Franklin High School, which was interrupted when he joined the United States Air Force during the Korean War. After serving his country, he received an Honorable Discharge. Later, Leroy worked for New York City Parks Department and retired as a Supervisor after 25 years of service.

Leroy met the love of his life Margaret Yvonne (his Maggie), and they were married on October 19, 1956. Their marriage lasted for 65 years until his passing. Within their union, Leroy and Margaret had seven children—three proceeded him in death: Jacqueline Louise Hinkson, Leroy Foster Jr., and Yvette Geneva Clarke.

Leroy accepted Jesus Christ as his Lord and Savior and was baptized in the Name of Jesus at Salvation and Deliverance Church Headquarters in New York City. He was a kind man who loved to laugh and smile. He enjoyed watching movies (especially Karate films), sports, and the news. Leroy was a loving and kind husband who was very protective of his wife, children, grandchildren, great-grandchildren, great-great-grandchildren, nieces, and nephews.

Leroy departed this life on September 13, 2022, and was preceded in death by his parents, two daughters, a son, two sisters, and three brothers.

Leroy leaves to mourn and cherish his memories: his devoted wife, Margaret "Maggie" Foster; four daughters: Debra Swinton (Larry), Juanita Robinson (Charles), Tina Mitchell (Greg), and Karen Foster; two sons-in-law: Henderson Clarke and Tony Hinkson; eighteen grandchildren; a host of great-grandchildren; three great-great-grandchildren; his nephew, Jason Foster, and a host of other relatives and friends.
